GUARDIA CARCELES EN PELIGRO POR RESPONSABILIDAD DEL GOBIERNO

El congreso nacional UNIDO hace responsable al gobierno, que a la fecha se mantenga la situación en nuestras prisiones, que permite que los internos planeen y ejecuten crímenes tales como asesinato, secuestro y robos, como surge de los informes sobre un plan para ejecutar a seis guardia cárceles, y habiendo realizado ya un golpe con éxito.

Las circunstancias que rodean la matanza del guardia cárcel Ancil José el jueves y la reunión entre la Administración de la prisión y la Asociación de Guardia Cárceles (POA), dan credibilidad al informe sobre que existe una " lista negra"; y que es más que una amenaza, puesto que las autoridades saben que los internos dentro de las paredes de la prisión cuentan con los recursos y la oportunidad de planear y de orquestar ejecuciones de personas en el exterior, entre otros crímenes.

Desde junio de 2004, el POA ha mostrado su inquietud por la fácil disponibilidad de teléfonos móviles y de armas dentro de las prisiones nacionales. Desde marzo de 2006 los presos han estado utilizando los teléfonos móviles para llamar a la televisión en directo y los programas de radio, así como para manejar desde dentro varios asesinatos, secuestros y otros crímenes, según planes que fueron descubiertos.

Los informes recientes que siguen a la muerte del guardia cárcel Ancil José sugieren que nada ha cambiado. Esto significa que las autoridades no han podido tratar las debilidades del sistema, que permite que artículos tales como armas, drogas y teléfonos móviles entren en las prisiones. Por extensión no han podido quitar artículos del contrabando y asegurar las prisiones.

La falta de personal en las prisiones continúa exponiendo a oficiales e internos al peligro.

Que esta situación triste persista recae directamente en los hombros del Ministro de Seguridad Nacional, y en la capacidad del Primer Ministro como cabeza del Consejo de Seguridad Nacional, y del gobierno en su totalidad. Es el gobierno el responsable de proporcionar los recursos a la prisión para poder ser ejecutado y hacer cumplir las medidas de seguridad apropiadas para aumentar el nivel de seguridad de los ciudadanos tanto en el interior como en el exterior de las instalaciones carcelarias, lo que no ha hecho.

PRISION OFFICERS ENDANGERED BY GOVERMENT

THE UNITED National Congress holds the government responsible for the persisting state of affairs in our nation's prisons that allows inmates to plan and execute crimes such as murder, kidnapping and robberies, as reports emerge of a plan to execute six Prison Officers, of which one "hit" has already been successfully carried out.

The circumstances surrounding the killing of Prison Officer Ancil Joseph on Thursday and a meeting between the Prison Administration and the Prisons Officers' Association (POA) lend credibility to the report that a "hit list" does exist, and that this threat is viewed as real since the authorities know that inmates behind the prison walls have the resources and opportunity to plan and orchestrate executions of persons on the outside and other crimes.

Prior to June 2004, the POA has been raising concerns about the easy availability of cellular phones and weapons inside the nation's prisons. Since March 2006 prisoners have been using mobile phones to call live television and radio programmes and several murders, kidnappings and other crimes were found to be hatched and managed from inside the prisons using cellular phones.

Recent reports following the death of PO Joseph suggest that nothing has changed. This means that the authorities have failed to address the weaknesses in the system that allows items such as weapons, drugs and cellular phones to enter the prisons. By extension they have failed to remove contraband items and secure the prisons.

Short-staffing in the prisons continue to expose prison officers and inmates to danger.

That this sad state of affairs persists falls squarely on the shoulders of the Minister of National Security, the Prime Minister in his capacity as Head of the National Security Council, and the government as a collective unit. It is the government that is responsible for providing the resources to the prison service so that proper security measures can be implemented and enforced to increase the level of safety of citizens both inside and outside of the prison facilities, and this has not been done.
