Emergency sittings to expedite Children's Bills

LEADER of the Opposition Basdeo Panday says government should treat the package of children's legislation as "an emergency" and hold special sittings to expedite the passing of the proposed laws.

The call comes amidst reports that a 14-year-old form two girl gave birth on Friday after being sexually assaulted by a 40-year-relative, and against the backdrop of the serious attacks against at least four infants and young children in less than two months. Three of those attacks ended in murder.

Over the past few weeks, government has called several "emergency, marathon" sittings of both houses of Parliament to rush through legislation for issuing Treasury Bonds, postponing Local Government Elections, an extension for the Accreditation Council and two amendments to the Budget.

The full package of Children's Legislation has not yet been laid in Parliament. One Act was passed and has not been implemented while three other Bills have been languishing for months.

According to Mr Panday:

"Eight years has passed and the full package of children's legislation is not even on the table! It is despicable that this government can treat Treasury Bonds and Accreditation Council extensions as emergencies but the abuse, violation and murder of little children is not a priority.

"The full package of children's laws will better define the offences against children and will give the police and other support systems teeth in dealing with offenders. Stronger laws can be a deterrent to the abuse of children which, from the frequency of these reports, seem to be widespread."

Mr Panday said the deaths of Hope Arismandez, Rakeem Ricardo Clarke, Roshini Ramdial, Amy Anamanthudo and others, and the assaults against children like Jayden Noel and the 14-year-old girl who gave birth in a toilet on Friday, could have been prevented if existing laws were enforced and if the social services were functioning properly.

He said even greater protection would have been in available if the children's package was in effect.

"What has happened is that the existing systems have collapsed – and this is what the government is hiding by withholding the Monica Barnes Report on the death of baby Amy," Mr Panday said, adding that the evidence of the collapse lies in the death toll.

He said with the failure of the existing system and government's procrastination with the new legislation and systems, nothing is in place to protect children during the early stages of abuse and nothing is done until after the abuse and damage has been done.

Investigate NFM's flour hike

POLITICAL LEADER of the United National Congress Basdeo Panday says the first task of the two-day-old Price Council and Consumer Advisory Board should be to investigate and report on the impending 29 per cent increase in flour prices.

According to Mr Panday:

"In the first place, this advisory board cannot lower food prices. It may not even have the legal authority to determine the full reasons for the increase in prices from the port to supermarket shelves. Further, in a free market, that advisory board will have no power to force anyone to adjust their prices and the government knows this.

"However, National Flour Mills (NFM) is about to raise flour prices for the sixth time in 18 months. This is the same NFM that sat down with the Minister of Consumer Affairs in April and accused grocers and doubles vendors of "jacking up" food prices while retailers complained that several domestic factors such as traffic congestion, crime, inefficiencies at the ports and the generally high cost of goods and services due to the overheating of the economy, were worsening the impact of international forces."

The Opposition Leader said government has consistently refused to accept its share of the responsibility for the increase in the cost of goods and services and it refuses to take the appropriate steps to contain the situation, engaging instead in a "blame-game".

"The rainy season is upon us and time will show that the infrastructural support required by existing farmers has not been provided," Mr Panday said.

"Farmers will continue to lose their crops and livestock to praedial larceny and flooding. They will incur great expense in getting their produce to the market because of poor access roads and bridges. As a result, the price of locally produced food will be higher than it could be."

The Couva North MP added that government's promise of relief through the cultivation of former-Caroni lands will also not materialize in the foreseeable future. Only about 800 one-acre plots have been distributed to ex-sugar workers who are facing substantial difficulties in cultivating their plots. The mega-farms are not yet up and running and will not be producing any food for a long time.
